if some one belongs to sc community from scavengers community, and does not have caste certificate, can he get admission ?

Further, whether admission is available for school going children also? Can u help us getting admission in school/college? I am doing social work for Rukhi Community, a scavenger community, under the name "SANGHARSH-An orgnisation for social justice and empowerment of Rukhi Community. Large number of students are having problem of caste certificate, but they can provide a certificate of Samaj of confirming their scavenging job. This community is having lowest education status. Can any one help us for getting them admission in hostel , schools, colleges?
